March General Meeting -

Understanding How Federal Funding Impacts

 Local Homeless Services

 March 11, 2010

9 am - Noon

The California Endowment

1000 N. Alameda Ave.

Los Angeles, CA  90012

Please join us on March 11th to gain a better understanding of federal funding for local homeless services through the Continuum of Care (CoC) process funded by the U.S. Dept. of Housing and Urban Development (HUD).  In addition, we'll review the funding processes of the U.S. Dept. Health & Human Services for homeless healthcare.

Our presenters, Elena Fiallo and Carletta Woods, have great expertise and experience in homeless services. Elena has more than 10 years of experience working in the fields of homeless services, mental health and domestic violence. As a consultant she provides technical assistance in contracts and grants administration, data collection/analysis and non-profit management.  Carletta's experience includes a focus on subsidized housing for homeless and special needs populations.  Over the past 12 years she has worked with local governments and non-profit organizations in the Long Beach, Glendale, Pasadena, and Los Angeles Continua of Care as they have developed programs to better address homelessness in the County of Los Angeles.

They will describe how each CoC is charged with creating a plan to end homelessness in their geographic area, as well as the various types of programs that are funded through this source.  The planning process includes the analysis of the homeless populations and the services available to assist homeless individuals and families.

The presentation will provide an overview of the requirements by HUD for each continuum, a review of the McKinney-Vento Act that provides funding for homeless programs, as well as a review of how the HEARTH Act will affect McKinney-Vento and future funding requirements in our community.

The goal is to help UHHP members understand types of funding available, how they can assist local CoCs in their planning process, and where they fit in the CoC's process to provide care.
