UHHP Policy on Policies


United Homeless Healthcare Partners Policy—Setting Policy and Advocacy Positions

The Steering Committee approves the public advocacy and policy positions of United Homeless Healthcare Partners (UHHP).  The Steering Committee shall adopt public policy principles that guide the work of UHHP.  In between meetings, the Co-Chairs of the Policy Development Committee may take advocacy and policy positions on behalf of UHHP if they meet the criteria below.

Criteria

  • The issue/position is consistent with UHHP’s goals.
    • Advocate for policies that support both the homeless healthcare providers’ ability to provide services and the homeless individuals’ ability to receive these services;
    • Support and expand countywide efforts to provide comprehensive and integrated healthcare for homeless individuals and families; and
    • Serve as a strong and unified voice within Los Angeles County to expand the dollars solicited and spent for homeless healthcare in this region.
  • The position advances UHHP’s goals and objectives and meets its adopted criteria for projects.
  • The position clearly communicates that it represents UHHP and not its individual members.

Procedure

  • Annually, the UHHP’s Steering Committee develops and adopts public policy principles.
  • New policy issues may be brought to the Steering Committee at its regular meeting.
  • For issues that emerge in between meetings, the Co-Chairs of the Policy Development Committee shall compare the issues to the criteria listed above.  An agreed upon designee from the Steering Committee shall be consulted should an issue be controversial, particularly high profile, or provide some public relations risk to UHHP.
  • Approval by a super-majority of the Steering Committee shall be sufficient for the Co-Chairs of the Policy Development Committee to conduct advocacy on behalf of UHHP.  UHHP stationery to be used for advocacy activities shall include a statement that the views expressed are on behalf of the majority of UHHP members but not necessarily all.  The Steering Committee members agreeing with the position shall be listed as signers.

  • Writing letters of support for members and other agencies.
  • Writing letters to elected officials and government administrators on matters consistent with UHHP’s mission and public policy principles.
  • Writing letters to local, state and federal officials on grants, ordinances, health program regulations or legislation.
  • Approving published endorsement, opposition or support on issues.
  • Participating in press events.
  • Meeting with elected officials and administration.
  • Testifying on hearings conducted by elected officials or local, state and federal administration.
  • Urging members and supporters to support or oppose an issue.
  • Taking the lead in organizing community response to an issue.
  • Participating in community coalitions working on health policy issues.
