Advocacy Roles for Staff of Public and Non-Profit Agencies

The California Endowment
1000 N. Alameda Street, Los Angeles, CA

Cost:  Free
RSVP: uhhpla@yahoo.com

Our agenda will include:

What are the rules?  What are the boundaries of advocating for policy change?  This can be confusing for public and non-profit staff members.

Join us as we hear from the experts.  Dora Gallo, CEO of A Community of Friends, and Eddie Washington, with the Los Angeles County Intergovernmental and External Affairs Branch, will cover the basics for us and discuss ways we can advocate for the polices that will address the needs of the homeless residents of Los Angeles County.

We will also address the UHHP Policy Priorities and develop plans to engage members in supporting this platform.

Please contact UHHP at UHHPLA@yahoo.com  to register or with any questions.

UHHP General Membership Meeting

March 11, 2010
9:00 a.m. to noon
The California Endowment
1000 N. Alameda Street, Los Angeles, CA

Cost:  Free
RSVP: uhhpla@yahoo.com

Please join us on March 11th to gain a better understanding of federal funding for local homeless services through the Continuum of Care (CoC) process funded by the U.S. Dept. of Housing and Urban Development (HUD).  In addition, we'll review the funding processes of the U.S. Dept. Health & Human Services for homeless healthcare.

Our presenters, Elena Fiallo and Carletta Woods, have great expertise and experience in homeless services. Elena has more than 10 years of experience working in the fields of homeless services, mental health and domestic violence. As a consultant she provides technical assistance in contracts and grants administration, data collection/analysis and non-profit management.  Carletta's experience includes a focus on subsidized housing for homeless and special needs populations.  Over the past 12 years she has worked with local governments and non-profit organizations in the Long Beach, Glendale, Pasadena, and Los Angeles Continua of Care as they have developed programs to better address homelessness in the County of Los Angeles.

They will describe how each CoC is charged with creating a plan to end homelessness in their geographic area, as well as the various types of programs that are funded through this source.  The planning process includes the analysis of the homeless populations and the services available to assist homeless individuals and families.

The presentation will provide an overview of the requirements by HUD for each continuum, a review of the McKinney-Vento Act that provides funding for homeless programs, as well as a review of how the HEARTH Act will affect McKinney-Vento and future funding requirements in our community.

The goal is to help UHHP members understand types of funding available, how they can assist local CoCs in their planning process, and where they fit in the CoC's process to provide care.

November 16, 2009
9:00 a.m. - noon

UHHP Membership Meeting
The California Endowment
1000 N. Alameda Street
Los Angeles, CA

Our agenda will include:

Mental Health Services Act (MHSA) - "Innovation Plan"

The MHSA includes the Innovations Plan, which was established to encourage novel, creative, and/or ingenious mental health strategies and approaches that contribute to learning.  Los Angeles County prioritized three focal populations for this funding: homeless, uninsured, and under-represented ethnic populations.

UHHP Steering Committee members, Maria Funk, County of Los Angeles Department of Mental Health, and Libby Boyce, County of Los Angeles Department of Health Services, co-chaired the Innovation Homeless Workgroup that developed four strategies to address homeless issues.  Maria and Libby will discuss the process and describe the types of projects that will be submitted to the State Department of Mental Health for two years of funding under this program.

"Vulnerability Index" & Registry Process

In December 2007, Common Ground worked with the County of Los Angeles and the City of Los Angeles to create a by-name list (registry) of the people sleeping on the streets of Skid Row who were at the greatest risk of dying through the use of their Vulnerability Index Survey.  This process was used to identify the people who were prioritized for housing as part of Project 50.

Since that time, Common Ground has worked with 15 communities across the country, including six in Los Angeles to implement the Vulnerability Index as a way to identify and prioritize single homeless adults for housing according to their length of homelessness and fragility of health. To date, over 10,000 homeless people have been surveyed across the country and over 1300 chronically homeless people have been permanently housed.

Beth Sandor, Common Ground's Los Angeles Field Director, will give an overview of the Vulnerability Index process, the lessons learned to date, and plans for the next phases of their work.

Los Angeles Regional & Community Homeless Coalitions

We will end our conference with an opportunity to hear about the innovations and lessons being learned by the homeless coalitions throughout Los Angeles County.  Hear about strategic planning efforts, new coalitions being formed, efforts to bring Homeless Courts to communities outside of downtown, and other approaches to ending homelessness in our region.
